    Biodiversity: The APA II Project Issues a Call to Support Its Social and Environmental Safeguards

    As part of the deployment of the APA II project, the Ministry of Energy Transition and Sustainable Development is issuing a call for consultation to recruit a study office responsible for the development and implementation of social and environmental safeguard plans, as well as the stakeholder engagement plan.

    Led by the Department of Sustainable Development, in partnership with the United Nations Development Programme (UNDP) and with the financial support of the Global Environment Facility (GEF), the APA II project aims to operationalize the national framework for Access and Benefit Sharing (ABS). This initiative is part of a broader strategy for the sustainable valorization of genetic resources, structuring innovative value chains, and strengthening rural development while preserving biodiversity.

    A key mechanism to secure the project’s impacts

    The task assigned to the selected study office will focus on designing and operationalizing the safeguard instruments required by international standards. This will notably involve ensuring that the project’s activities meet social, environmental, and participatory requirements, while ensuring effective involvement of concerned stakeholders – local communities, institutions, economic operators, and civil society.

    This mechanism aims to anticipate risks, enhance the acceptability of actions taken on the ground, and embed the project within a framework of inclusive and sustainable governance.

    Submission modalities and timeline

    Interested study offices can submit their proposals by no later than Monday, February 2, 2026, at 4:00 PM. Submissions may be made either in physical form at the headquarters of the Department of Sustainable Development in Rabat or in digital format via email.

    Submissions must clearly differentiate the technical and administrative offer from the financial offer, which should be sent separately as specified in the call. Candidates opting for digital submission are required to provide valid links that do not expire, failure to do so will result in automatic rejection of the application.

    A strategic challenge for biodiversity and sustainable development

    Through this call, the authorities reaffirm their commitment to strengthen environmental and social oversight of biodiversity-related projects, while aligning national initiatives with the requirements of international donors. The APA II project thus asserts itself as a structuring lever to reconcile conservation, economic valorization of natural resources, and the inclusion of rural areas in a trajectory of sustainable development.
