At the Climate Leaders Summit in Belém, in the heart of the Brazilian Amazon, Minister of Energy Transition and Sustainable Development, Leïla Benali, presented Morocco’s Nationally Determined Contribution (NDC 3.0) and called for a revival of multilateral trust to advance climate action.
According to Ms. Benali, Morocco submitted its NDC 3.0 before the conference, raising the country’s ambition to a 53% reduction in greenhouse gas emissions by 2035, with 22% being unconditional. The minister emphasized two methodological innovations: the use of sector-specific indicators for mitigation costs in dollars per tonne of CO2e, incorporating financial profitability along with social and environmental benefits, and the direct linking of financial flows to territorial adaptation projects, promoting concrete and measurable climate action.
Ms. Benali stressed that COP30 must demonstrate that multilateralism is based on shared responsibility and solidarity, rather than endless negotiations. She identified two priorities for restoring trust: increasing climate finance through an operational roadmap and implementing innovative NDCs focused on tangible projects that save lives, protect vulnerable populations, and bridge implementation gaps.
The minister also reminded that the majority of the $100 billion promised still comes in the form of non-concessional loans, undermining international trust and exacerbating debt crises. She urged countries to draw inspiration from Morocco’s innovations to strengthen resilience and meet climate goals, highlighting that the critical threshold of 1.5 °C has already been surpassed in some regions of the world.
