    The ONDH unveils its new strategic plan for 2028.

    The National Observatory for Human Development (ONDH) has announced the launch of its new strategic plan for 2028, a roadmap focused on a strategic identity aligned with national priorities in governance and public policy evaluation.

    Falling within the scope of the ONDH’s responsibilities regarding the analysis and evaluation of human development programs, the new strategic plan has been designed to support the dynamics of social reforms initiated by His Majesty King Mohammed VI, through the establishment of an institutional decision-making support system, the Observatory specifies in a statement.

    “This system aims to respond objectively and proactively to the expectations regarding the analysis and monitoring-evaluation of programs related to the Royal project of the Social State, while aligning with the transformation axes of the New Development Model,” the same source indicates.

    Thus, the strategic plan will dedicate the repositioning of the Observatory in the national field of public policy evaluation, to establish itself as an engaged observer, capable of proposing innovative and interactive analytical frameworks, and measuring the progress of public action at different and multimodal timeframes, with the aim of providing innovative solutions to the challenges of social impact.

    The ONDH’s strategic plan for 2028 is structured around three levers: mobilizing citizen consultation to evaluate the impact of public initiatives and development programs, examining governance and implementation mechanisms of major reforms, and continuously monitoring the results of the Social State programs.

    In this perspective, the Observatory will adopt an interactive approach with various national and territorial institutional actors, able to situate its expertise in relation to their needs for observation, monitoring, and evaluation of the performance of their actions.

    The ambition of the ONDH is to align evaluation offers with the demands for data and analyses expressed by various national and territorial institutional actors, the statement emphasizes.

    At the same time, the ONDH is initiating a profound institutional transformation, through updating its approaches, by revising its standards and practices, developing new monitoring and evaluation capacities, particularly through strengthening institutional capacities and enhancing the evaluator profession, developing data collection, processing, and analysis systems, as well as producing knowledge and developing action-research programs.

    The ultimate goal of the strategic plan is to enable the ONDH to generate objective evaluations and produce evidence-based data on the main dimensions of human development in the Kingdom, to improve decision-making in social policy, and to contribute to establishing a solid, equitable, transparent public intervention system that is open to society in terms of inclusion and social development, concludes the statement.
