The National Observatory for Human Development (ONDH) and UN development agencies in Morocco signed, on July 10, 2025, in Rabat, a new cycle of strategic cooperation covering the period 2025-2028. The objective: to strengthen the evaluation of public policies regarding inclusion, social protection, and human development.
This fourth cycle of partnership is part of the Cooperation Agreement for Sustainable Development 2023–2027 between Morocco and the United Nations System, in line with the Sustainable Development Goals by 2030 and the guidelines of the New Moroccan Development Model by 2035.
The program aims to professionalize the evaluation of public policies by focusing on methodological rigor, the regular production of analyses, strengthening national capacities, and knowledge dissemination. It also plans to promote a culture of evaluation within institutions, encourage South-South cooperation, and improve the visibility of ONDH’s work.
The signing of the partnership brought together Otmane Gair, president of ONDH, and the resident representatives of four UN agencies: UNDP, UNICEF, UNFPA, and WHO.
For Mr. Gair, this cycle aims to equip the Observatory with innovative tools, serving the royal project of the social state, through the monitoring and evaluation of major structural programs.
For her part, Nathalie Fustier, resident coordinator of the United Nations System in Morocco, praised over 15 years of collaboration with ONDH. She highlighted the progress of the previous phase, made possible despite a difficult context, thanks to the capacity building of teams, the use of big data and satellite imagery, and a better communication strategy.
She emphasized three priority areas: gender equality, territorialization of policies, and inclusion, stating that this program aims to make ONDH a national and regional center of excellence. She also commended the commitment of all UN partners (including UN Women, FAO, UNODC) and Moroccan institutions.
This new phase marks a decisive step in the modernization of public policy evaluation in Morocco, with the shared ambition of building a more inclusive, equitable, and resilient country.
