The National Initiative for Human Development (INDH) celebrates, on May 18, the 20th anniversary of its launch by His Majesty King Mohammed VI, May God Assist Him.

This symbolic milestone offers the opportunity to reaffirm the founding values of the Initiative, deeply rooted in dignity, inclusion, solidarity, and active citizenship, indicates a statement from the INDH.

Since its creation, the INDH embodies an exemplary model of collective and participatory mobilization, supporting public policies in the social field carried out by ministerial departments, local government programs, and initiatives from associative actors, the statement adds.

Its evolution through three successive phases reflects a proactive and evolving vision, constantly adapted to the emerging challenges of human development.

Thus, during its first phase (2005-2010), the Initiative focused on reducing disparities affecting both the most vulnerable social categories and under-equipped territories.

It notably worked on road accessibility, improving access to drinking water and electrification, as well as opening the first social centers for people in situations of extreme precariousness.

The second phase (2011-2018) consolidated these achievements by expanding the intervention scope to new target categories and new territories, and the third phase reoriented its programs to promote the human capital of rising generations while consolidating the achievements of previous phases.

Over these three phases, the INDH has contributed to significant advances in infrastructure catch-up, early childhood development, educational support, economic inclusion of youth, access to healthcare, and combating precariousness. This has contributed to the improvement of the human development indicators of the Kingdom.

Beyond these achievements, the INDH has established itself as a true incubator of innovative solutions related to human development. Among these are a model of free and quality preschool education for the generalization of preschool in rural areas, a community health system to improve maternal and child health indicators in rural areas, a communication strategy for social and behavioral change to promote the adoption of best practices in health and nutrition, experimentation with school remediation methods (TaRL – Teaching at the Right Level), the establishment of youth platforms combining listening, guidance, and support, as well as the adoption of results-based financing to optimize performance.

These successes rely on methods combining targeting, participatory diagnostics, multi-year planning, and monitoring-evaluation. Implementation is based on guiding principles such as standardization, the “doing-doing” approach, and agility to adapt interventions to local specificities.

Moreover, the territorial governance of the INDH is a recognized hallmark by human development actors, deployed at the regional, provincial, and local levels and comprising an ecosystem of nearly 15,000 members representing the decentralized state administration, local authorities, and the associative fabric. This architecture ensures convergence of actions and collegial decision-making.

Open to the world, the INDH has developed a dynamic of exchange and partnership with human development actors at the international level, notably through cooperation with partner countries facing similar challenges. It also benefits from technical and financial support from international organizations, allowing it to mobilize specialized expertise, strengthen its internal capacities, and thus ensure the international prominence of the Initiative.

Thus, the Initiative fully embodies the enlightened vision of His Majesty King Mohammed VI, May God Assist Him, of a Morocco oriented towards the future.

The twentieth anniversary of the INDH is a celebration of the collective mobilization of a dynamic ecosystem and the renewed promise of a future where every citizen has the means to fully realize their potential and actively contribute to the prosperity of our Country.
