The National Office of Electricity and Drinking Water (ONEE) and the Moroccan Agency for Sustainable Energy (MASEN) have announced the signing of Power Purchase Agreements (PPAs) for the Noor Atlas photovoltaic solar program and the commencement of construction work.
### Six Plants Distributed Across Several Regions
The Noor Atlas program plans to establish six photovoltaic solar plants in different regions of the Kingdom:
– Ain Béni Mathar (Jerada Province)
– Boudnib (Errachidia Province)
– Bouanane (Figuig Province)
– Enjil (Boulemane Province)
– Tata (Tata Province)
– Tan-Tan (Tan-Tan Province)
These installations will represent a total capacity of 305 MW.
MASEN will oversee the operation and maintenance of the program within an EPC (engineering, procurement, and construction) framework.
### International Financing
The project’s financing relies on a structure that includes:
– Concessional financing from KfW (German development bank)
– The European Investment Bank (EIB)
– Commercial financing from Bank of Africa
### Participation of Moroccan and European Companies
The construction of the plants will be carried out by consortiums comprising Moroccan and European companies.
According to the project promoters, this cooperation aims to foster the transfer of skills, develop the local industrial fabric, and create jobs.
The commissioning of the plants is expected to begin in July 2027.

The Noor Atlas program aims to enhance the production of electricity from renewable sources, improve the quality of electrical supply in several regions, and contribute to reducing greenhouse gas emissions.
Through this project, ONEE and MASEN confirm their key role in the implementation of Morocco’s energy strategy, focused on energy transition and sustainable development.
