    Morocco is equipping itself with a strategic tool to drive its climate action.

    Morocco strengthens its climate strategy with a new decision-making tool, developed in partnership with the United Nations Development Programme (UNDP). This system will optimize the planning and execution of actions related to its Nationally Determined Contribution (NDC).

    A key lever for the energy transition

    In a context where the transition to a green economy is becoming a global priority, Morocco is equipping itself with a structuring tool to effectively identify, prioritize, and finance its greenhouse gas emission reduction and climate change adaptation measures. This system aims to ensure better coherence of climate actions with the country’s international commitments, particularly within the framework of the Paris Agreement.

    Launched at the end of 2024, the process of updating the NDC in its 3rd version provides for a new planning of mitigation and adaptation measures, with revised and updated objectives.

    A decision-making tool for optimized impact

    The objective of this tool is to structure and prioritize climate actions according to several strategic criteria, including technical and financial feasibility, funding opportunities, and socio-economic impact. It will notably allow for distinguishing self-financed measures from those requiring international support, while integrating the Marginal Abatement Cost Curves (MACC) to assess the cost-benefit ratio of mitigation actions.

    A participatory methodology and targeted support

    The development of this tool is based on a concerted approach with various stakeholders. Consultations and workshops will be organized to ensure alignment with national priorities and technical recommendations. Additionally, a training program will accompany its deployment to ensure optimal use by the involved actors.

    It should be noted that a service provider is currently being recruited by the Ministry of Energy Transition and the UNDP through a call for consultation. Its mission will consist of designing the analysis and prioritization methodology for actions, developing the tool, and establishing a user guide as well as a training program.

    An initiative within the “Climate Promise” program

    This project is part of the UNDP’s “Climate Promise” initiative, which supports 120 countries in strengthening their climate commitments. By developing this structuring tool, Morocco is equipping itself with a strategic lever to guide its climate policies, enhance its governance, and maximize the impact of its actions in favor of sustainable development.

    With this commitment, the Kingdom confirms its role as a key player in the energy transition and the fight against climate change.
