    Morocco is accelerating the establishment of a sustainable merchant fleet.

    As part of the High Royal Orientations, Morocco intends to accelerate in 2025 the project of constituting a national merchant marine fleet. A working meeting, recently held in Rabat under the presidency of Abdessamad Kayouh, Minister of Transport and Logistics, brought together several concerned ministers, including Nizar Baraka, Ryad Mezzour, Leila Benali, and Karim Zidane, in the presence of the Boston Consulting Group (BCG), responsible for studying the project.

    The objective is to build a sustainable and competitive fleet, in line with the Kingdom’s vision regarding energy transition and sustainable development. Discussions focused on the progress of the study and the ministers’ observations to ensure the success of this strategic project. The need to involve more ministerial departments was also emphasized.

    **Initial Guidelines and Strategic Issues**

    The study explores several avenues to enhance the competitiveness of the future Moroccan fleet. Among the proposed measures are the use of so-called flags of convenience, harmonization with international standards, and the introduction of tax incentives, notably replacing corporate tax with a tonnage tax.

    Furthermore, the strategy includes structural reforms, such as expanding the powers of the maritime transport directorate and establishing a local shipbuilding industry. Improving logistical and port connectivity, with key infrastructures like Tanger Med, Nador West Med, and Dakhla Atlantique, is also at the heart of the priorities.

    **A Project Aligned with the Royal Vision**

    The project is part of the Atlantic Vision of King Mohammed VI, which aims to strengthen Morocco’s role as a maritime hub for Africa and America. In the royal speech on the 48th anniversary of the Green March, the Sovereign emphasized the importance of a strong national fleet to enhance economic sovereignty and promote trade exchanges.

    Through this initiative, Morocco aims to position itself as a key player in maritime transport in Africa and to support the economic development of Sahel countries in a South-South cooperation framework.
