Morocco takes a new step in its climate commitment. With support from the United Nations Development Programme (UNDP) and the Global Environment Facility (GEF), the Kingdom is preparing a legal framework dedicated to climate transparency, in line with the requirements of the Paris Agreement. The goal: to enhance the credibility of its actions, strengthen international trust, and facilitate access to green financing.
Although the country already has legal and institutional instruments regarding the environment, their compatibility with the Enhanced Transparency Framework (ETF) established by the Paris Agreement must be assessed. This framework requires signatory states to monitor, report, and verify their Nationally Determined Contributions (NDCs) to reducing greenhouse gas (GHG) emissions and adaptation efforts.
At the heart of this initiative is the CBIT (Capacity-Building Initiative for Transparency) project, designed as a strategic lever to establish a national monitoring, reporting, and verification (MRV) system. This project relies on two main axes: governance, with a solid institutional framework and territorial experiments, and the strengthening of technical capacities through an integrated digital platform aimed at improving GHG inventories, tracking mitigation and adaptation measures, and ensuring transparency in both received and provided support.
The Ministry of Sustainable Development is preparing to hire an expert tasked with proposing a legal framework suitable for the Moroccan context. Their mission will include an analysis of existing texts, an international benchmark, and drafting a legislative and regulatory framework proposal. Consultations with all stakeholders—ministries, public agencies, the private sector, and civil society—will refine and validate the proposals.
Through this mechanism, Morocco aims to solidify its position as a credible actor in international climate action and equip itself to attract more funding to support its energy transition and climate change adaptation projects.
