The Ministry of Economy and Finance has published a study highlighting notable gaps in climate integration within public establishments and enterprises (PEEs). According to the Directorate of Public Enterprises and Privatization (DEPP), only a few key operators demonstrate genuine maturity in addressing environmental issues.
Conducted on a sample of 44 entities, the study reveals that one-third of them mention sustainability in their internal strategies, often lacking measurable indicators or action plans. Operators in the energy, water, transportation, and environmental sectors exhibit the most advanced levels, aligning with the National Strategy for Sustainable Development (NSSD) and the Nationally Determined Contribution (NDC). In contrast, sectors such as health, tourism, and urban planning lag behind in adopting structured climate plans.
The analysis highlights the performance of several historical public establishments. The National Office of Electricity and Drinking Water (ONEE) continues to diversify its energy mix, while the National Agency for Water and Forests (ANEF) intensifies its reforestation and carbon sequestration programs. The OCP Group, Masen, and ONHYM each reflect national ambitions for carbon neutrality, with the phosphate giant aiming for climate neutrality by 2040.
The report notes that the agricultural sector remains among the most vulnerable to climate change. While the Agricultural Development Agency (ADA) and the National Institute for Agricultural Research (INRA) stand out with adaptation projects, most regional agricultural development offices (ORMVAs) still lack formal climate plans.
In transportation, public operators such as ONCF, ONDA, and ADM have initiated concrete actions—rail electrification, solar lighting, reforestation—but these efforts still lack coordination. A national framework for monitoring sustainable mobility, supported by German cooperation, is in preparation to harmonize evaluation methodologies.
The DEPP recommends the establishment of a common climate reporting system for all PEEs to enhance consistency, transparency, and comparability of environmental performance across the public portfolio.
