Morocco, a leader in Africa and the Arab world in terms of energy transition, has achieved 8th place in the 2025 Climate Performance Index (CCPI), unveiled during COP29 in Baku. Although the Kingdom aims to reach a share of 52% of renewable energies in its energy mix by 2030, significant challenges remain.
### Remarkable performances, but progress needed
Thanks to major initiatives like the Noor Midelt solar power plant, Morocco has made significant advances in reducing greenhouse gas (GHG) emissions. However, despite a ranking higher than countries like Norway (9th) and Germany (16th), Morocco receives a “low” score in the renewable energy production category, while its climate policies and energy consumption show “average” and “high” performances.
### Less dependence on fossil fuels, more green investments
The persistent dependence on fossil fuels remains a hindrance. In 2023, despite a 20.4% decrease in energy imports compared to 2022, the country’s energy bill still reached 122 billion dirhams. Experts recommend redirecting subsidies currently allocated to fossil fuels towards renewable energies and energy efficiency. Such a strategy could reduce the heavy dependence on energy imports, which account for over 90% of national consumption.
### Reducing costs and strengthening institutions
The high costs of green technologies and dependence on external financing also hinder the development of renewable energies. Experts suggest introducing carbon pricing mechanisms to integrate the environmental costs associated with fossil fuels. Furthermore, strengthening institutional and technical frameworks is essential for effectively implementing climate policy.
### Encouraging innovation and local incentives
The evolution of regulatory frameworks could discourage investors, highlighting the importance of creating incentives for businesses and individuals to adopt sustainable energy solutions. Finally, in the context of climate change, initiatives such as the use of drip irrigation systems and sustainable seeds are recommended to enhance agricultural resilience.
### An ambitious course for energy sovereignty
Despite these challenges, Morocco continues its efforts to become a major player in renewable energies, focusing on strategic projects like green hydrogen and aiming for sustainable energy sovereignty.
