The city of Casablanca is preparing to turn an important page in the management of its household waste. In anticipation of the expiration of the current delegated management contracts, Casa Baia, a local development company, has just launched a call for tenders for a feasibility study aimed at fundamentally rethinking the current model.

    A large-scale project for a crucial issue

With a budget of 1.89 million dirhams, the study will cover the entire metropolitan area, encompassing the eight prefectures: Casablanca-Anfa, Hay Hassani, Ain Sebaâ-Hay Mohammadi, Sidi Bernoussi, Moulay Rachid, Ben M’sick, Ain Chok, and Al Fida – Mers Sultan. The opening of the bids is scheduled for May 28, 2025.

The objective is clear: modernize and optimize the waste collection and public cleaning system, in a context where health, environmental, and urban issues are becoming increasingly pressing.

Current state and areas for improvement

The first phase of the mission will consist of conducting a comprehensive diagnosis of current services: operational efficiency, quality of services, available infrastructure, human and material resources… Each aspect will be scrutinized to detect dysfunctions and propose clear areas for improvement, particularly in terms of organization, technical management, and financing.

Towards a new generation of contracts

The selected firm will also need to develop the complete file for the future call for tenders, including specifications, draft agreement, technical annexes, and financial conditions. The goal is to ensure a transparent process and to select a solid operator capable of providing a service that meets expectations.

    Strategic support

Beyond simple advice, the provider will support Casa Baia at every step: offer analysis, contractual negotiations, legal and administrative validation of the future delegatee. This technical support will be crucial to secure the future partnership, both in terms of governance and investments.

A new vision of waste in Casablanca

This study is part of a broader dynamic of ecological transition. Following the commissioning of a controlled landfill compliant with international standards, Casablanca is now aiming for an integrated system for sorting, recovering, and reducing waste, aligned with international standards and citizen expectations.
