The National Electricity Regulatory Authority (ANRE), chaired by Zouhair Chorfi, announced that it is in the final phase of preparing tariffs aimed at encouraging investment in renewable energies and facilitating self-production of electricity. These measures are part of the laws 13.09 and 82.21, which respectively govern renewable energies and self-production.
These tariffs concern both the use of national medium-voltage distribution networks and the surplus electricity production from renewable sources. Mr. Chorfi, speaking at a parliamentary meeting dedicated to the ANRE’s annual report for 2023, specified that consultations with all stakeholders will allow for the finalization of these tariffs in the coming weeks.
### Objectives and Expected Impacts
These new tariffs aim to:
– **Encourage investments** in renewable energies.
– **Reduce carbon emissions**, particularly in SMEs, thereby enhancing their competitiveness.
– **Facilitate access to the distribution network market** for local players.
### Key Achievements of 2023
In 2023, the ANRE intensified its efforts to implement the methodology adopted in December 2022. This approach led to the establishment of the following tariffs, applicable from March 2024 to February 2027:
– **6.39 cents/kWh** for the use of the national transport network.
– **6.35 cents/kWh** for electrical system services.
These tariffs are based on data provided by the National Office of Electricity and Drinking Water (ONEE) and align with national guidelines in favor of renewable energies.

The integration of the concept of “hosting capacity” into the revised legislation marks a significant advancement. Now validated by the ANRE, this capacity is defined through a methodology that takes into account technical, economic, and environmental data.
Consultations with sector stakeholders have led to the development of an approach aimed at ensuring the stability of the electrical system while considering the constraints associated with accommodating new production capacities.
