The Casablanca City Council unanimously adopted, on Friday, February 13, the new Special Specifications Book (CPS) governing urban cleanliness management. This foundational text paves the way for a comprehensive overhaul of waste collection and public space cleaning services, with contracts set to run until 2034.
The result of months of consultation, the new framework marks a departure from previous practices. Cleanliness management will no longer be assessed solely based on the resources deployed but will instead focus on results achieved in the field. The actual cleanliness of streets, residents’ perceptions, and their level of satisfaction will now be central performance criteria.
The CPS also introduces a differentiated approach by districts and neighborhoods to take local realities into account and ensure a more consistent quality of service across the metropolis. This territorial adaptation aims to allow for more precise resource allocation and better organization aligned with the specific needs of each area.
Operationally, the new framework plans for a gradual modernization of equipment and management methods. Geolocation of resources, digital tracking of operations, increased use of mechanical sweeping, and the deployment of containers that meet international standards are among the main strategies adopted. Additionally, 4,700 new collection points will be created, and 8,400 extra bins will be installed to enhance daily cleanliness.
The reform also includes a social aspect, maintaining the acquired rights of sanitation workers and placing particular emphasis on improving working conditions, especially regarding health and safety. Specific mechanisms are also planned to address problem areas and manage periods of high demand, such as holidays, major events, or exceptional weather conditions.
The adoption of this CPS represents a decisive step before the upcoming launch of a new call for tenders aimed at selecting operators who will ensure cleanliness services in Casablanca for the next decade. Since March 2020, this mission has been entrusted to the companies Averda and Arma, distributed across the city’s various districts. With this new framework, the metropolis intends to usher in a generation of contracts more focused on performance, service quality, and the growing expectations of Casablancans.
