    Electricity Self-Production: Morocco Establishes a Clear Framework to Accelerate the Energy Transition

    Morocco has taken a significant step in its energy strategy. A decree published in the official bulletin has established the rules for electricity self-production, aiming to stimulate investment and encourage the use of renewable energies.

    This regulation introduces a detailed legal framework for the creation and operation of electricity production units intended for self-consumption. The dual objective is to facilitate local energy production and strengthen the transition to a more sustainable energy model.

    ### A Framework for Structuring Self-Production

    The decree clarifies the conditions for obtaining the necessary permits and licenses for setting up installations. It also outlines the procedure for processing applications, incorporating strict technical and environmental requirements.

    Through this reform, authorities aim to eliminate administrative barriers and secure investments while ensuring the stability of the national electrical grid.

    The goal is to promote decentralized electricity production, allowing independent producers — particularly in solar and renewable energy — to connect to the grid within a regulated framework.

    ### Connection: Strict but Regulated Rules

    The text details the connection modalities to the electrical network. Project developers must submit an application to the network manager, accompanied by a technical study.

    Authorization will depend on the available capacity on the network. The equipment used must comply with current standards and be certified by accredited organizations.

    The decree also sets specific deadlines: commissioning must occur within two years after validation, with a possible one-year extension in case of exceptional circumstances.

    In case of non-compliance or failure to meet obligations, the authorization may be suspended or even revoked after notification.

    ### Operation: Enhanced Control and Monitoring

    Once the installation is complete, the operator must obtain an operating permit. This will be issued within a maximum of one month, following the verification of documents and technical compliance.

    Operation entails continuous monitoring of performance, adherence to technical and environmental standards, as well as managing any incidents.

    The framework aims to ensure reliable, secure production consistent with national standards.

    ### Digitalization: A Platform to Simplify Procedures

    Another major innovation is the establishment of a dedicated electronic platform. This will centralize the procedures related to self-production, from application submission to file tracking.

    Ultimately, all procedures — authorization, connection, operation — will need to go through this platform. The objective is to reduce timelines, enhance transparency, and limit physical administrative steps.

    ### A Boost for Renewable Energies

    With this new framework, Morocco aims to accelerate the development of self-production, particularly in renewable energies. This direction aligns with the national strategy to diversify the energy mix and strengthen energy independence.

    By clarifying the rules of the game, authorities hope to attract more private investments and encourage economic players to produce their own energy.

    Ultimately, this reform marks a turning point towards a more decentralized, flexible, and better-regulated energy model.
