The National Electricity Regulatory Authority (ANRE) has opened a public consultation on the methodology for calculating medium voltage distribution network tariffs for the period 2025-2027. This process marks a key step in the regulation of the Moroccan electricity sector.
Objectives of the consultation
Launched on January 6, 2025, this consultation, which will close on January 17, 2025, aims to provide greater visibility to network managers, sector stakeholders, and the general public. A document detailing the proposed tariff principles has been published to gather contributions from stakeholders.
This initiative is part of a rigorous approach combining benchmarking of international practices and consultations with key sector players, including ONEE, distributors, and private developers.
Simplifying measures for initial regulation
For this initial phase, the ANRE has adopted simplifying measures to overcome constraints related to the lack of reliable data and the gradual establishment of Regional Multi-Service Companies (SRM). Among these measures:
- Geographical equalization: standardization of tariffs according to regions.
- Seasonal modulation: adjustments according to hours and seasons.
- Dissociation of injection and withdrawal services.
These proposals will be refined through consultations and an evaluation of the feedback collected during the public consultation.
Development of the final tariff model
After validation by the ANRE council, a final pricing model will be developed, including:
- A dedicated software for implementing tariffs.
- A robust database and scripts for data transfer.
- An articulation with the billing systems of managers.
A testing phase will be conducted using real or estimated data before final approval.
An evolving methodology
The ANRE plans a comprehensive evaluation of the methodology before the end of the first regulatory period in 2027. This review will allow for adjustments or proposals for a redesign to better align the tariff framework with international standards.
This approach is part of a long-term vision aimed at modernizing tariff regulation and supporting the developments in the Moroccan electricity sector.
