Electricity: Morocco Nearly Achieves Total Electrification and Accelerates Renewable Energy Initiatives

Morocco is continuing its energy transformation. The Energy Transport Networks Development and Rural Electrification Program (PDRTE-ER) is showing significant progress, with nearly 1,000 villages electrified and the share of renewable energy increased to 45.5%.

Led by the National Office of Electricity and Potable Water (ONEE), with support from the African Development Bank (AfDB), this program combines network expansion, territorial inclusion, and energy transition.

    ### Near-Universal Rural Electrification

The program has connected 937 villages, surpassing the initial target of 720 localities.

Almost 20,000 households have also been connected, raising the rural electrification rate to 99.91%, a level close to total coverage.

These results rely on a significant deployment of infrastructure, including over 1,200 km of medium voltage lines, nearly 3,900 km of low voltage lines, and several hundred transformation stations.

Access to electricity thus helps improve living conditions while fostering the development of economic activities in rural areas.

    ### A Strengthened Network to Support the Transition

On the transport side, the program has enabled the construction of new high-voltage lines and strategic infrastructure, enhancing the stability of the national grid.

This boost facilitates the integration of renewable energies, which now account for 45.5% of installed capacity, compared to just under 34% at the program’s launch.

At the same time, the capacity of the electrical system has been reinforced, allowing it to better meet demand and secure supply, particularly for industrial sectors.

    ### Direct Economic Impact

Beyond technical performance, the program generates economic benefits. Several hundred jobs have been created, both permanent and temporary, especially in the energy and construction sectors.

The development of electrical infrastructures also helps attract investments and support economic activity in the serviced areas.

    ### Managed Delays

However, the program is experiencing a temporary delay on a high-voltage line project due to technical and contractual constraints.

Corrective measures have been initiated to limit the impact on the overall schedule, with a deadline set for 2028 for the program’s completion.

    ### Structural Transformation of the Sector

Overall, the PDRTE-ER illustrates a profound evolution of the Moroccan energy model. It combines expansion of electricity access, network reinforcement, and increased reliance on renewable energies.

This dynamic brings Morocco closer to a more resilient, inclusive, and sustainable energy system, while consolidating its attractiveness to investors and international partners.
