Morocco is preparing to finalize its national roadmap for the circular economy by the end of 2025, a project supported by the European Union (EU) and the United Nations Industrial Development Organization (UNIDO). This strategic plan aims to transform the country’s economic model by integrating principles of sustainability, waste reduction, and resource optimization, particularly in the sectors of plastics, textiles, construction, and agriculture.
A strategic plan for a transition to a green model
The purpose of this roadmap is to provide an operational framework to accelerate Morocco’s transition to a greener economic system, focused on waste reduction, resource optimization, and the promotion of sustainable practices. This project, led by UNIDO and co-funded by the EU and the Finnish government, is part of the global “Switch2CE” initiative for the transition to a circular economy.
A participatory and inclusive approach
The process of creating this roadmap was launched at the end of April 2025 during a meeting that brought together key stakeholders, including the Ministry of Energy Transition and Sustainable Development, Moroccan institutions, and international partners such as UNIDO and the EU. This meeting was an opportunity to lay the foundations for a sustainable and inclusive transition, promoting a participatory process that will involve all stakeholders: businesses, local communities, SMEs, and civil society.
A diagnosis and consultations to define clear objectives
The roadmap will be based on a thorough diagnosis of current practices in Morocco, with a comparative analysis of international experiences. Consultations will be organized with stakeholders to co-construct a shared vision and develop ambitious strategic objectives. This process will also help identify priority sectors and define concrete measures to be implemented, particularly regarding financing, governance, and monitoring.
Aligned global objectives for a sustainable future
The ambition of this roadmap is to position Morocco as a regional leader in circular innovation, aligning its economic model with global sustainability goals. The first deliverable, an analysis of the current landscape of the circular economy, is expected in the coming months, with the complete roadmap planned for the end of 2025.
