    Morocco is advancing the structuring of its energy sector by preparing a new regulatory framework aimed at more precisely governing the development of electricity production facilities powered by renewable sources. An initial draft decree currently under development aims to clarify the applicable rules regarding authorizations, oversight, and the operation of power plants.

    This text is part of a momentum to accelerate the national energy mix, where renewable energies are increasingly central. The dual objective is to secure investments by providing better regulatory clarity and to ensure a controlled development of projects within a demanding technical and environmental context.

    The draft introduces a detailed procedural framework for project developers, defining the administrative steps related to obtaining permits, expanding existing facilities, and putting them into operation. Developers will need to submit comprehensive files that include technical, financial, and environmental elements, allowing authorities to assess the viability and impact of the projects.

    At the core of this framework is the requirement for in-depth studies, particularly regarding environmental impact and integration into the electrical grid. This technical aspect becomes crucial in an evolving energy system, where the proliferation of renewable sources necessitates a delicate management of stability and quality of the electricity supplied.

    Moreover, the text also outlines reinforced oversight for the operation of power plants, including obligations for monitoring, maintenance, and regular data transmission to the relevant authorities. This continuous control reflects a commitment to ensure compliance of installations throughout their life cycle, rather than solely at the time of their authorization.
