    The FEC is committed to sustainable development through its environmental and social policy.

    The Municipal Equipment Fund (FEC) supports local authorities in implementing national sustainable development objectives at the local level. By adopting an ambitious environmental and social (E&S) policy, the FEC affirms its commitment to integrating rigorous management of environmental and social issues into the projects it finances.

    A policy aligned with sustainability objectives

    A recent report published by the African Development Bank (AfDB) highlights the FEC’s 2024 E&S policy. This document details the Fund’s commitments regarding the management of environmental and social risks, greenhouse gas mitigation, and climate change adaptation. It also emphasizes the framework established by the FEC to ensure rigorous monitoring of projects, manage E&S complaints, and guarantee compliance with national and international standards.

    The FEC evaluates each project submitted for funding to identify environmental and social issues, assigning an appropriate risk category. This categorization helps determine the necessary safeguard measures and the level of stakeholder involvement.

    Supporting a green and inclusive economy

    Morocco has adopted strategies aimed at making sustainable development a lever for inclusive growth. Local authorities, on the front lines, are called upon to integrate environmental concerns into their infrastructure and equipment projects. The FEC plays a key role by offering tailored financing solutions while providing technical assistance to ensure sustainable, low-carbon investments that are resilient to climate challenges.

    The report emphasizes that the FEC is committed to supporting local authorities in achieving sustainability objectives through economic, social, environmental, and cultural actions.

    Projects excluded from financing

    The FEC excludes certain types of projects from its financing, notably those that:

    • Threaten protected areas or endangered species.
    • Lead to mass displacement of populations or compromise their livelihoods.
    • Have irreversible impacts on vulnerable populations.
    • Restrict access to essential services or natural resources.
    • Violate international regulations on environmental protection and human rights, including those related to forced or child labor.

    Through this policy, the FEC strengthens its commitment to sustainable and inclusive territorial development, ensuring environmental and social responsibility in the projects it finances.
